Peace talks were still stalling when Vladimir Putin demanded recognition of occupied Ukrainian territory in 2022.

The first official meeting between Russian and Ukrainian negotiators happened on February 28, 2022, just four days after the invasion began. It took place in Belarus and produced nothing. Both sides left the table unchanged.

By March 2022, the talks had moved to the Belarus-Ukraine border and then to Antalya, Turkey. Ukraine's president Volodymyr Zelenskyy wanted Russian troops withdrawn completely. He also demanded the return of prisoners and kidnapped Ukrainian children. Russia's Vladimir Putin wanted something different entirely—recognition of all occupied land as Russian territory.

The Turkish negotiations proposed a middle ground. Ukraine would drop its NATO ambitions. Its military would face limits. Western countries would provide security guarantees instead. Ukraine would not have to recognize Crimea's annexation. But disagreements remained. Russia insisted on a veto over Ukraine's defense capabilities. Zelenskyy questioned Russia's sincerity. Then the Bucha massacre happened. The talks collapsed.

For years, nothing moved. Both sides held firm to incompatible demands. Russia sought the regions it claimed but did not fully control. Ukraine refused to surrender territory or accept restrictions on its armed forces. The gap seemed impossible to bridge.

Everything shifted when Donald Trump became president of the United States in 2025. His administration began formulating new peace plans. The approach favored a different path forward. Renewed negotiations started almost immediately after Trump took office.

The positions remained far apart. Zelenskyy still wanted prosecution of Russian leaders for war crimes. He still demanded security guarantees against future Russian aggression. Putin still refused to withdraw from occupied land. He still pushed for NATO membership to be permanently blocked.

Yet something had changed. With Trump pushing from Washington, both sides returned to the negotiating table. Whether peace could emerge from these new talks remained uncertain. The demands on both sides had not softened. But at least, after years of silence, Russians and Ukrainians were talking again.
