Breaking Barriers: Togo’s Memounatou Ibrahima Elected ECOWAS Parliament Speaker

The parliament of the Economic Community of West African States (ECOWAS) elected its first female speaker, Memounatou Ibrahima from Togo, during the 2024 Second Extraordinary Session of the Sixth Legislature in Kano.

Ibrahima’s election followed the alphabetical rotation of the speakership, as stipulated by the parliament’s Supplementary Act. Previously, she served as the third Deputy Speaker in the fifth Legislature and has been a member of the ECOWAS Parliament since 2021.

She succeeded Senator Barau Jibrin from Nigeria, who had been acting as the speaker to maintain leadership continuity. Jibrin was elected the First Deputy Speaker at the inauguration of the Sixth Legislature on April 4.

During the April 4 inauguration, Togo’s delegation was absent because the country had not yet conducted elections to appoint representatives to the Community Parliament.
