Nigeria Signs MoU with UAE’s DALIL to Deploy Advanced Cargo Information Systems



The Federal Government of Nigeria has signed a Memorandum of Understanding (MoU) with DALIL UAE, a leading provider of aviation security and Advanced Cargo Information (ACI) solutions, to establish a framework for deploying ACI systems across Nigerian airports. 

This partnership aims to modernize cargo management, enhance security, and boost revenue collection in the aviation sector.

The agreement was sealed on September 12, 2025, during a high-level mission to Abu Dhabi, United Arab Emirates, led by the Honourable Minister of Aviation and Aerospace Development, Festus Keyamo. 

The Nigerian delegation received technical briefings and toured Abu Dhabi International Airport and the UAE’s Command and Control Centre, where they observed demonstrations of ACI technologies that enable real-time cargo data processing and risk profiling.

Minister Keyamo highlighted the transformative potential of the initiative, stating it will strengthen aviation security through early detection of high-risk cargo, reduce clearance bottlenecks, improve government revenue via real-time data, and facilitate trade to position Nigeria as a regional logistics hub. 

The deployment will ensure compliance with International Civil Aviation Organization (ICAO) and World Customs Organization (WCO) global standards, marking Nigeria’s first large-scale ACI adoption in West Africa.

DALIL UAE’s expertise in ACI systems, which combat fraud and streamline customs processes, will support Nigeria’s aviation digital transformation, creating a more efficient and competitive cargo ecosystem.
