NDDC: Poised For Greater Impact In TheNiger Delta Under A Transformational Journey Of Ebie, Ogbuku’s Leadership

In the heart of the Niger Delta re­gion, a new era of transformation is unfolding, fueled by the vision and leadership of the Niger Del­ta Development Commission (NDDC) under the governance of Mr. Chiedu Ebie, the Chairman of the NDDC Gov­erning Board, and Dr. Samuel Ogbuku, the Managing Director. Since assum­ing leadership, this dynamic duo has spearheaded a series of remarkable initiatives, reshaping the landscape of the oil-producing region and setting the stage for even greater achievements. With a shared commitment to the de­velopment of the region, they are on a trajectory to leave an indelible mark on the economic, infrastructural, and social fabric of the Niger Delta.

Their leadership has been marked by a strategic focus on efficiency, account­ability, and sustainable development, with the NDDC playing a pivotal role in the realisation of President Bola Tinu­bu’s Renewed Hope Agenda. Their work is a testament to the power of collective action, as they have sought to build on the foundation laid in 2024, focusing on refining strategies for enhanced opera­tions. This vision was laid bare during a two-day Board and Management Retreat held in Ikeja, Lagos, where stakeholders, including members of the National Assembly, former NDDC chairmen, managing directors, and key industry players, gathered to discuss how to reposition the Commission for efficient service delivery.

The theme of the retreat, “Reposi­tioning NDDC for Efficient Service Delivery,” underscored the importance of unity and collaboration. Ebie, in his address, emphasised that the success of the Commission hinges not on indi­vidual expertise but on the collective efforts of the Board and Management working together as one cohesive team. This collaborative spirit, he believes, will enhance the NDDC’s ability to meet the developmental needs of the Niger Delta region effectively.

In his speech, Ebie stated, “At the core of this retreat is the vital need for unity and synergy. Our success depends not on individual expertise alone but on our collective efforts as a cohesive team. By working together, we can en­hance NDDC’s efficiency, accountabili­ty, and overall impact.” Under his lead­ership, NDDC has embraced a culture of teamwork, fostering better coordi­nation between different stakeholders and ensuring that the Commission’s resources are directed toward impact­ful projects that improve the lives of Niger Deltans.

The leadership of Ebie and Ogbuku is not just about vision; it is about ex­ecution. Dr. Samuel Ogbuku, who has been instrumental in driving the Com­mission’s initiatives, reiterated the ND­DC’s unwavering commitment to the presidential mandate of transforming the Niger Delta. In line with President Tinubu’s expectations, the Commission has been executing projects designed to uplift the region, creating lasting change and addressing long-standing developmental challenges.

In just a short span of six months after the current leadership took office, the NDDC successfully commissioned several significant projects that marked a milestone in its efforts to improve the region’s infrastructure. Among the projects was the 27.5-kilometer Og­bia-Nembe Road, which was built in partnership with Shell Petroleum De­velopment Company (SPDC). This road has significantly enhanced connectiv­ity in the region, facilitating smoother movement of goods and services and boosting economic activities.

The NDDC also unveiled the 6-ki­lometer Iko-Atabrikang-Akata-Opu­lom-Ikot Inwang-Okoroutip-Iwochang Road and the 600-meter Ibeno Bridge in Ibeno Local Government Area of Akwa Ibom State. These infrastructural achievements have improved access to remote communities, thus enhancing the quality of life for thousands of Ni­ger Deltans.

One of the most transformative proj­ects initiated under the current leader­ship of the NDDC is in the area of pow­er supply. The Commission inaugurated a 45-kilometer double-circuit 33KV feed­er line from Omotosho Power Station to Okitipupa in Ondo State. This electrifi­cation project, which brings electricity to 25 local governments that had been without power for 15 years, is a testa­ment to the Commission’s commitment to addressing the region’s energy defi­cit. In addition, a 1×15MVA 33/11KV electricity injection substation was inaugurated in Amufi, Ikpoba-Okha Local Government Area in Edo State, further expanding access to electricity for communities in the region.

The NDDC’s leadership recognises that collaboration with all stakeholders is essential for achieving sustainable development in the Niger Delta. Dr. Og­buku’s efforts to bring key stakehold­ers together were exemplified by the successful organisation of the Niger Delta Summit, which saw critical play­ers from the private and public sectors, as well as civil society, unite to discuss the challenges facing the region and ex­plore avenues for collaboration.

In addition to fostering collaboration, Ogbuku has placed a strong emphasis on transparency and accountability. To this end, the Commission engaged the globally renowned audit firm, KPMG, to review its operations. The recom­mendations from the audit are being implemented, ensuring that the ND­DC’s resources are utilised efficiently and that projects are executed with the highest standards of governance.

A key pillar of the NDDC’s strategy is its youth empowerment initiative, which aims to provide opportunities for young people in the region to thrive. In line with this vision, the Commission has commenced payments to registered beneficiaries, ensuring that financial support reaches those who need it most. By investing in the region’s youth, the NDDC is contributing to the creation of a skilled workforce that will drive the economic growth of the Niger Delta.

The Commission’s Foreign Post-Grad­uate Scholarship Programme has also been a resounding success, benefitting over 2,700 students. Some of the schol­ars have excelled in their studies, with outstanding performances recorded at institutions such as Coventry Universi­ty in the United Kingdom. This initia­tive is helping to build a generation of young people who will lead the region to new heights.

As the NDDC approaches its 25th an­niversary in 2025, a series of activities are being planned to celebrate the Com­mission’s achievements and highlight its continued commitment to regional development. A major highlight will be the inaugural Niger Delta Sports Festival, which is aimed at fostering regional integration and developing amateur sporting talents. Akwa Ibom State has been selected to host the fes­tival, a fitting location for an event that seeks to unite the people of the Niger Delta through sports.

The work of the NDDC under Ebie and Ogbuku is far from over. The Com­mission’s road map for the future is focused on the completion of more infrastructure projects, the expansion of its youth empowerment initiatives, and the continued engagement of key stakeholders in the development pro­cess. With an unwavering commitment to transforming the Niger Delta, the leadership of the NDDC is determined to ensure that the region becomes a model of sustainable development.

In fact, the leadership of Chiedu Ebie and Samuel Ogbuku has brought a re­newed sense of purpose and direction to the Niger Delta Development Com­mission.
