In the heart of the Niger Delta region, a new era of transformation is unfolding, fueled by the vision and leadership of the Niger Delta Development Commission (NDDC) under the governance of Mr. Chiedu Ebie, the Chairman of the NDDC Governing Board, and Dr. Samuel Ogbuku, the Managing Director. Since assuming leadership, this dynamic duo has spearheaded a series of remarkable initiatives, reshaping the landscape of the oil-producing region and setting the stage for even greater achievements. With a shared commitment to the development of the region, they are on a trajectory to leave an indelible mark on the economic, infrastructural, and social fabric of the Niger Delta.
Their leadership has been marked by a strategic focus on efficiency, accountability, and sustainable development, with the NDDC playing a pivotal role in the realisation of President Bola Tinubu’s Renewed Hope Agenda. Their work is a testament to the power of collective action, as they have sought to build on the foundation laid in 2024, focusing on refining strategies for enhanced operations. This vision was laid bare during a two-day Board and Management Retreat held in Ikeja, Lagos, where stakeholders, including members of the National Assembly, former NDDC chairmen, managing directors, and key industry players, gathered to discuss how to reposition the Commission for efficient service delivery.
The theme of the retreat, “Repositioning NDDC for Efficient Service Delivery,” underscored the importance of unity and collaboration. Ebie, in his address, emphasised that the success of the Commission hinges not on individual expertise but on the collective efforts of the Board and Management working together as one cohesive team. This collaborative spirit, he believes, will enhance the NDDC’s ability to meet the developmental needs of the Niger Delta region effectively.
In his speech, Ebie stated, “At the core of this retreat is the vital need for unity and synergy. Our success depends not on individual expertise alone but on our collective efforts as a cohesive team. By working together, we can enhance NDDC’s efficiency, accountability, and overall impact.” Under his leadership, NDDC has embraced a culture of teamwork, fostering better coordination between different stakeholders and ensuring that the Commission’s resources are directed toward impactful projects that improve the lives of Niger Deltans.
The leadership of Ebie and Ogbuku is not just about vision; it is about execution. Dr. Samuel Ogbuku, who has been instrumental in driving the Commission’s initiatives, reiterated the NDDC’s unwavering commitment to the presidential mandate of transforming the Niger Delta. In line with President Tinubu’s expectations, the Commission has been executing projects designed to uplift the region, creating lasting change and addressing long-standing developmental challenges.
In just a short span of six months after the current leadership took office, the NDDC successfully commissioned several significant projects that marked a milestone in its efforts to improve the region’s infrastructure. Among the projects was the 27.5-kilometer Ogbia-Nembe Road, which was built in partnership with Shell Petroleum Development Company (SPDC). This road has significantly enhanced connectivity in the region, facilitating smoother movement of goods and services and boosting economic activities.
The NDDC also unveiled the 6-kilometer Iko-Atabrikang-Akata-Opulom-Ikot Inwang-Okoroutip-Iwochang Road and the 600-meter Ibeno Bridge in Ibeno Local Government Area of Akwa Ibom State. These infrastructural achievements have improved access to remote communities, thus enhancing the quality of life for thousands of Niger Deltans.
One of the most transformative projects initiated under the current leadership of the NDDC is in the area of power supply. The Commission inaugurated a 45-kilometer double-circuit 33KV feeder line from Omotosho Power Station to Okitipupa in Ondo State. This electrification project, which brings electricity to 25 local governments that had been without power for 15 years, is a testament to the Commission’s commitment to addressing the region’s energy deficit. In addition, a 1×15MVA 33/11KV electricity injection substation was inaugurated in Amufi, Ikpoba-Okha Local Government Area in Edo State, further expanding access to electricity for communities in the region.
The NDDC’s leadership recognises that collaboration with all stakeholders is essential for achieving sustainable development in the Niger Delta. Dr. Ogbuku’s efforts to bring key stakeholders together were exemplified by the successful organisation of the Niger Delta Summit, which saw critical players from the private and public sectors, as well as civil society, unite to discuss the challenges facing the region and explore avenues for collaboration.
In addition to fostering collaboration, Ogbuku has placed a strong emphasis on transparency and accountability. To this end, the Commission engaged the globally renowned audit firm, KPMG, to review its operations. The recommendations from the audit are being implemented, ensuring that the NDDC’s resources are utilised efficiently and that projects are executed with the highest standards of governance.
A key pillar of the NDDC’s strategy is its youth empowerment initiative, which aims to provide opportunities for young people in the region to thrive. In line with this vision, the Commission has commenced payments to registered beneficiaries, ensuring that financial support reaches those who need it most. By investing in the region’s youth, the NDDC is contributing to the creation of a skilled workforce that will drive the economic growth of the Niger Delta.
The Commission’s Foreign Post-Graduate Scholarship Programme has also been a resounding success, benefitting over 2,700 students. Some of the scholars have excelled in their studies, with outstanding performances recorded at institutions such as Coventry University in the United Kingdom. This initiative is helping to build a generation of young people who will lead the region to new heights.
As the NDDC approaches its 25th anniversary in 2025, a series of activities are being planned to celebrate the Commission’s achievements and highlight its continued commitment to regional development. A major highlight will be the inaugural Niger Delta Sports Festival, which is aimed at fostering regional integration and developing amateur sporting talents. Akwa Ibom State has been selected to host the festival, a fitting location for an event that seeks to unite the people of the Niger Delta through sports.
The work of the NDDC under Ebie and Ogbuku is far from over. The Commission’s road map for the future is focused on the completion of more infrastructure projects, the expansion of its youth empowerment initiatives, and the continued engagement of key stakeholders in the development process.
