Katsina Governor signs N897.8bn 2026 appropriation bill into law



Governor Dikko Umaru Radda of Katsina State on Wednesday signed into law the sum of N897,865,078,282.05 2026 appropriation bill.

BusinessDay had earlier reported that Governor Radda, on 4 November, presented a total of N897,865,078,282.05 as the 2026 Appropriation Bill to the state House of Assembly.

Speaking during the presentation at the chamber of the State House of Assembly, Radda noted that the submission of the proposed budget was for the house’s consideration.

The total size of the budget is the sum of N897,865,078,282.05 each for Revenue and Expenditure, with the following allocations:
Recurrent Expenditure = N167,725,372,458.50 representing 18.68% and Capital Expenditure = N730,139,705,823.55, representing 81.32%.

Speaking during the signing ceremony at the government house, Katsina, Radda applauded the State Assembly for expediting the process within 21 days of presentation at the Assembly.

According to him, “And today, after 21 working days, the State Assembly yesterday, 25th of November, barely 21 days, after submitting the proposal to them, they were able to pass it. And today, by the grace of God, I have signed the 2026 Budget Appropriation Bill passed by the State Assembly. To the tune of N897,865,078,282.05. This is the budget, this is the appropriation law that was passed by the State Assembly and signed into law by the Governor.

“And if you could recall, the State Budget comprises about 18% recurrent and about 81% capital. This is also the first budget passed in this state, since creation, that has this percentage, low percentage of recurrent expenditure. And if you could remember as well in the late Yar’Adua, a law was passed to ensure that 30% of our budget does not, the recurrent does not exceed 30% of our budget.

“But today, late Umaru Musa Yar’Adua passed away, may Allah bless his gentle soul. We have seen his stage of passing 18% of the budget to a recurrent Assembly. I think we are not deviating from the legacies he has left behind.

“And I must say that I think you have done incredibly well, the State Assembly, for you to make so many sacrifices. First, you forfeit your holiday to address this very challenging issue to the state. And as well as, you have spent sleepless nights calling all the ministries and agencies to defend the budget.

“And after that, you went to Kano for co-financial, which you have spent so many nights, sleepless nights, trying to put off this budget and pass it appropriately. We thank you most sincerely for this very kind gesture. This has really demonstrated your sacrifice, your love for the state, the love for the people, and your commitment to service.

“This is how we want all the State Assembly to work, and the kind of support you have been giving to this association is unprecedented, honestly. You have been supporting us. We have passed so many bills.

“And another important thing that people need to understand about our budget is, this is really what we call the people’s budget. Because, this budget, we got input from 361 wards. All the 361 wards conducted town hall meetings.

“And they were able to give us all their needs. Because it doesn’t make sense for us as a government to sit in the government house and draw a budget without consulting the people we are going to spend the money on. Our budget is important.”

Earlier, Nasir Daura, Speaker, Katsina State House of Assembly, said having scrutinised the 2026 appropriation bill, the house unanimously agreed that the proposal was in line with the development plan of the Radda-led administration.

“Your Excellency, it is my honour to present to you the 2026 Appropriation Law on behalf of my colleagues, the Honourable Members of the Katsina State House of Assembly. This budget is the product of an intensive legislative process. We took our time to study it.

“I ask questions for the best interest of our people to ensure that documents reflect their needs for the progress of the state. Your Excellency, may recall that the budget you submitted to the House was N897,865,078,282.5 only after careful reviews, the House agreed that the proposal was sound and in line with the development plan of this administration.

“Therefore, the amounts remain the same. As we present this appropriation Law, for Your Excellency to assent, we pray to Almighty Allah to continue to bless this administration, guide us in the proper use of public resources and help us to implement this budget successfully. May Allah bring an end to all security challenges, protect our communities and unite us in progress and development.”
