The Kano State Government is drafting a new employment framework that aims to eliminate what it calls bias and discrimination against indigenes in private sector recruitment.
Tagged the ‘Kano State Inclusive Employment Policy 2025’, the initiative seeks to compel companies operating in the state to reserve 75 percent of skilled jobs and all unskilled positions for Kano indigenes.
Chairman of the Special Committee on the Domestication of the Federal Character Principle in Kano, Dr. Ibrahim Garba Muhammad, presented the draft to the Secretary to the State Government (SSG), Alhaji Faruq Ibrahim Umar, in Kano.

Dr. Muhammad said the policy, initiated under the directive of Governor Abba Kabir Yusuf, was designed to reduce unemployment and foster fairness in job allocation.
“The draft policy seeks to address challenges of marginalization, enhance equity in recruitment processes, and strengthen the participation of our citizens, particularly youths and women, in the growing private sector,” he explained.
He added that the committee was guided by the Federal Character principle in the 1999 Constitution and drew from widespread complaints by civil society groups and unemployed youths about perceived exclusion from job opportunities.
In his remarks, the SSG said the policy is timely, given Kano’s large population and pressing unemployment crisis.
He assured that the government would study the recommendations thoroughly and put in place the necessary legal and institutional mechanisms to ensure effective implementation.
