Jigawa State Governor, Malam Umar Namadi, has signed two landmark laws aimed at transforming the state’s agriculture from subsistence farming into industrialized farming.
The announcement was made on Wednesday, in a press statement signed by Hamisu Mohammed Gumel, Chief Press Secretary to the Governor.
The first law, an Executive Order, establishes the Ministry of Livestock Development, a strategic initiative to harness Jigawa’s vast potential in the livestock sector.

The second, the Jigawa Agricultural Transformation Service (JATS) Law 2025, sets up an agency tasked with driving the state’s agricultural industrialization agenda.
Speaking during the signing ceremony, Governor Namadi described the new ministry and agency as central to his administration’s 12-point agenda for improving agriculture.
He said, “The new ministry is quite an important ministry. We have one of the largest livestock markets in Africa.”
On the JATS agency, he added, “JATS was born out of our desire to transform agricultural properties.
“This agency is going to drive all of our agricultural transformation activities and will serve as a model, not only in Jigawa and northern Nigeria, but in Nigeria as a whole.”
According to the Governor, the new laws are designed to usher in a new era of innovation, productivity, and economic growth in the state’s agricultural and livestock sectors.
They aim to create a sustainable framework that supports farmers, boosts production, and positions Jigawa as a leader in agricultural development.
