Governor Fintiri Signs Bill Establishing New Official Seal of Adamawa – Daily Trust


Adamawa State Governor, Rt. Hon. Ahmadu Umaru Fintiri, CON, has signed into law the “Seal of Adamawa State and Regulation of Its Use Bill 2025”, formally creating and protecting the new Seal of the State.

The landmark legislation provides for the creation, regulation, and protection of the Seal, which is now officially recognized as the emblem of the Government of Adamawa State. According to Governor Fintiri, the development is more than a legal formality; it is a historic step in preserving the state’s identity, authority, and cultural heritage.

“This law reinforces our commitment to good governance, order, and respect for our cultural values. It is not just a Seal, but a statement of identity, dignity, and responsibility for all who serve under it,” the Governor said after assenting to the Bill.

Under the new law, the Seal is reserved strictly for official government purposes. However, it may be authorized for commemorative, historical, or educational uses by the designated approving authority. Unauthorized use for commercial advertising, political campaigns, or activities capable of bringing the Government into disrepute is strictly prohibited.

Individuals found guilty of misuse face a fine of ₦250,000 or two years’ imprisonment, or both. Corporate bodies risk fines of ₦1 million, in addition to possible further legal action. The law also empowers the approving authority, under the oversight of the House of Assembly, to make regulations to prevent abuse, imitation, or misleading use of the Seal or the State’s name in promotional contexts.

The Seal itself embodies Adamawa’s history, culture, and socio-economic strength through a range of symbols, including:

•The Sunshine – representing climate, warmth, hope, and energy.

•The Kakaki – a trumpet of authority and royalty.

•The Spear – reflecting the warrior heritage and past victories.

•The Horse – symbolizing courage, strength, and traditional roots.

•The Shield – denoting protection, peace, and justice.

•21 Stars – representing the 21 Local Government Areas of the state.

•The Lion – strength and leadership of Adamawa’s chiefdoms.

•Book & Academic Hat – education and intellectual pursuit.

•The Cattle – showcasing livestock wealth and markets.

•The Crops – food security and agricultural importance.

•The Fisherman – contributions of riverine communities.

•The Green Vegetation – environmental balance and sustainability.

•The Mountain – beauty and abundant natural resources.

•The Ribbon – elegance and unity.

Governor Fintiri emphasized that the new Seal is central to his administration’s vision of entrenching dignity, discipline, and respect for institutions.

“This Seal tells our story as a people—our courage, our intellect, our resources, and our unity. It belongs to every citizen of Adamawa, and must therefore be treated with the reverence it deserves,” he declared.

With the new law, Adamawa State joins other federating states with legally recognized seals, ensuring the protection of its official symbol for generations to come.
