FG Suspends Land Allocations on Islands, Lagoons, Orders Resubmission


In a presidential directive issued on July 30, 2025, President Bola Ahmed Tinubu has suspended all approved, pending, and planned land allocations and Certificates of Occupancy (C of O) for islands and lagoons nationwide. 

The Federal Government has mandated that these applications be resubmitted to the Office of the Surveyor-General of the Federation (OSGOF) for proper coordination, as announced by Surveyor-General Abduganiyu Adegbomehin on August 24, 2025.

The suspension aims to align with the National Geospatial Data Infrastructure Policy (NGDI) and prevent distortions to the Federal Infrastructural Master Plan. 

Adegbomehin emphasized that developments encroaching on rights-of-way or lacking proper survey coordination face demolition. 

Additionally, land approvals issued outside the Presidency or OSGOF, including backdated or irregular titles, will be revoked.

The National Inland Waterways Authority (NIWA) has been directed to cease issuing new approvals for shoreline and lagoon projects and submit all prior approvals to the Presidency via OSGOF. 

This order aligns with the Survey Coordination Act, Cap S13, Laws of the Federation of Nigeria 2004, which designates OSGOF as the sole authority for regulating survey activities nationwide.

The directive follows a December 2024 warning from the Minister of Housing and Urban Development, Ahmed Musa Dangiwa, who gave developers a one-month ultimatum to regularize unregulated projects along the Lagos shoreline or face demolition, setting the stage for the current suspension.
