FG Introduces New Tax Security Levy For Passengers Flying In Or Out Of Nigeria

The Federal Government has announced the introduction of a new tax known as the Advance Passenger Information System (APIS).

This new charge increases the security levy to $31.50 per flight ticket, a move expected to generate approximately $46 million annually for the Nigeria Civil Aviation Authority (NCAA).

According to the NCAA, the APIS initiative is designed to enhance national security and border management by enabling real-time tracking of passenger movements.

The system allows authorities to collect and analyze passenger data before arrival or departure, improving the ability to detect potential security threats and streamline immigration processes.

In addition to its security benefits, the NCAA noted that the levy will serve as a cost-recovery mechanism for maintaining and upgrading the APIS infrastructure.

Airlines operating within Nigeria’s airspace will also benefit from improved operational efficiency and data accuracy, making the travel experience safer and more organized.

While the new levy has sparked discussions among travelers and stakeholders over rising airfares, authorities maintain that the long-term gains in security, compliance, and passenger management far outweigh the additional costs.

As implementation progresses, the APIS system is expected to align Nigeria with international aviation safety and security standards — marking another step toward modernizing the country’s aviation industry.
