FG introduces merit-based process for appointing Permanent Secretaries, Accountants-General

The Office of the Head of the Civil Service of the Federation (OHCSF) has announced the commencement of a rigorous and transparent selection process for appointing new Permanent Secretaries and the Accountant-General of the Federation.

This is in line with the government’s commitment to meritocracy, professionalism, and accountability within Nigeria’s public service.

In a statement issued by the Director of Information and Public Relations, Eno Olotu, the vacancies for Permanent Secretaries have arisen following the recent retirement of the Permanent Secretary from Oyo State and an upcoming vacancy in the North-West Geopolitical Zone. Additionally, the position of Accountant-General will become available upon the retirement of the incumbent in March 2025, with approval granted by President Bola Ahmed Tinubu.

According to the Head of the Civil Service of the Federation, Didi Walson-Jack, this structured selection process will ensure that only qualified, credible, and competent individuals are appointed. The process is open to serving Grade Level 17 officers in the Federal Civil Service who have held their positions for at least two years.

Candidates, she said, must meet strict eligibility criteria, including clearance from their respective Permanent Secretaries and the Accountant-General to confirm they are free from disciplinary actions.

The Career Management Office will compile a list of eligible candidates for verification by a Committee of Permanent Secretaries. This phase will be monitored by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) and the Department of State Services (DSS). Candidates will also be required to declare their assets and undergo anti-corruption clearance by ICPC, DSS, and the Economic and Financial Crimes Commission (EFCC).

**Multi-Tiered Evaluation**

The process includes a written examination conducted by a top Federal Government security agency. The exam questions will be set and marked by serving and retired Permanent Secretaries, with observers from civil society organisations, professional bodies, and government agencies ensuring transparency.

Candidates will also undergo ICT proficiency tests in Microsoft Word, Excel, and PowerPoint. Successful candidates will advance to an oral interview conducted by a diverse panel comprising serving and retired Permanent Secretaries, private sector representatives, retired Heads of Service/Accountant-Generals, and observers from ICPC and DSS.

The Head of Service of the Federation said the final decision rests with President Tinubu, who will select candidates based on their performance throughout this rigorous process.

Walson-Jack highlighted that this initiative reflects the Federal Government’s dedication to good governance, institutional capacity building, and improved service delivery.

This transparent selection process aligns with ongoing efforts to uphold professionalism within Nigeria’s civil service while contributing to national development.
