The Delta State Government has urged its civil servants to recommit to delivering effective services aligned with Governor Sheriff Oborevwori’s MORE Agenda.
Dr. Kingsley Emu, the Secretary to the Delta State Government, made this appeal during a one-day training session for SERVICOM Officers held on Monday in Asaba.
Opening the workshop, Dr. Emu emphasized the government’s commitment to enhancing service delivery across all ministries, departments, and agencies. He noted that this intensive training aimed to equip SERVICOM officers with the necessary skills to promote efficiency, transparency, and citizen satisfaction.
Addressing the challenges of inadequate service delivery in public sectors, he underscored the need for efficiency and effectiveness in governance. Dr. Emu urged participants to gain the knowledge, skills, and values crucial for delivering quality public service.
“As SERVICOM Officers, it is essential you familiarize yourselves with best practices, ethical standards, and innovative methods to enhance service delivery,” he stated. “This is a call to transition from inefficiency to competence, with a strong emphasis on citizen-centric service and ongoing learning.”
In his keynote address, Mr. Reginald Bayoko, the State Head of Service, stressed that governance extends beyond mere policies and legislation; it is about making a tangible impact. He reminded the SERVICOM officers that, particularly at the grassroots level, they represent the government and shape public perception through every interaction and service provided.
“When accountability is a collective obligation but lacks prioritization, service delivery suffers,” he warned. “We must avoid allowing inefficiency and bureaucracy to rob our citizens of the quality services they deserve. Our responsibilities are crucial, not merely symbolic.”
He quoted, “Leadership is not about being in charge. It is about taking care of those in your charge,” highlighting it as a key aspect of Governor Sheriff Oborevwori’s approach to governance—focused on inclusivity, impact, and genuine concern for the people’s welfare.
Mr. Bayoko noted how Governor Oborevwori has consistently shown that improving workers’ welfare and strengthening public institutions are vital for sustainable governance.
Earlier in the session, Rt. Hon. Funkekeme Solomon, Senior Policy Adviser to the Governor, referred to SERVICOM officers as integral to the civil service and urged them to embody the essence of service delivery, which is essential to the MORE Agenda.
“As champions of the MORE Agenda, you must be well-versed in the fundamental principles of SERVICOM and the key objectives of this initiative,” emphasized Solomon.
“The Governor’s unwavering focus on effective service delivery—marked by quality outcomes in projects, programs, and policies—is evident, particularly with the ongoing introduction of a whistle-blowing policy in the state.
“As advocates for superior service, you play a critical role in advancing this policy and ensuring exemplary service within the state’s public sector. This training is grounded on these core principles,” he concluded.
