ABUJA – The Federal Government through the Office of the Head of the Civil Service of the Federation(OHCSF) has restated its resolve to ensure that all Ministries and extra-ministrial departments fully digitalise their operations by December 31st, 2025.
Mrs. Didi Walson-Jack, Head of the Civil Service of the Federation(HCSF), who stated this in Abuja at the launch of OHCSF Go-Live on 1Gov ECM, insisted that all Ministries and extra-ministerial departments are expected to achieve the target for paperless government operations by 31st December, 2025.
According to her, “The deadline for all ministries and extra ministerial departments to go paperless remains 31st December,2025.
“We are not digitalising for theatrics. We are digitalising because we are building a nation that must compete and win in the world that we live in.
“This is Nigeria moving forward as one public service, I say clearly the future is now.”
On Nigerian Public Service and the Office of the Head of the civil service of the Federation going live on the one government cloud enterprise content management system, Walson-Jack said it was not just technology deployment, but the realisation of a promise made under the Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2021-2025.
“And so for us today, the Office of the Head of Civil Service of the Federation migrating to our own indigenous ‘1Gov Cloud’ is very remarkable,” she said.
Delivered through the government-owned Galaxy Backbone Limited, the platform ensures interoperability, cost efficiency, and rapid adoption across all ministries.
It is designed to be inclusive, covering every civil servant from Grade Level 3 upwards.
Integrated tools such as ‘GovMail’ for email, ‘GovDrive’ for file access, and ‘GovConnect’ for virtual meetings will enable officers to manage workflows digitally.
Explaining the benefits of the new initiative, Walson-Jack said: It only means our work is going to be more efficient, we will be more productive, and the work will be more transparent.
“Our workflows will now be seamless, and indeed, we will not spend so much time doing work that could be done in a smarter way.”
The Head of Service outlined the strategic shift from the previous ‘Laserfish’ system to the ‘1Gov Cloud’ Enterprise Content Management System (ECMS), highlighting national sovereignty as a key consideration.
“The first reason is the national sovereignty of digital infrastructure. Moving to 1Gov Cloud aligns with a national shift to sovereign digitalisation and directly protects Nigeria’s data, platforms, and digital future,” she said.
Walson-Jack further announced that the ECMS would integrate with the Performance Management System (PMS) by 2026, ensuring accountability across the Service-wide.
In order to ensure swift nationwide adoption, she revealed that a Committee of Permanent Secretaries would be constituted with a two-week deadline to negotiate a unified licensing structure with Galaxy Backbone.
She thanked President Bola Tinubu for his commitment to the digitalisation initiative, adding, “What better way than to be digitalised? So I’m very excited. I’m very happy.”
In an interview with newsmen, the Managing Director/Chief Executive Officer of Galaxy Backbone(GBB), Professor Ibrahim Adeyanju, revealed that President Bola Tinubu had directed the Agency to digitalise the civil service.
Adeyanju represented by Mohammed Sani Ibrahim, Executive Director, Finance and Corporate Services, GBB, said the new initiative would promote efficiency, innovation and transparency in the civil service.
