Madagascar’s Rajoelina dissolves cabinet amid youth-led protests

President Andry Rajoelina of Madagascar has dissolved his cabinet following days of nationwide demonstrations over prolonged electricity blackouts and water shortages.

Thousands of protesters, largely young people, marched in Antananarivo and other regions to demand urgent government action on the worsening crisis. The outages and supply disruptions have been blamed on years of underinvestment, poor management, declining hydroelectric output, and financial difficulties in the utility sector.

Observers described the rallies as the largest in recent years, drawing inspiration from Gen Z-led movements in Kenya and Nepal. The unrest marks the most serious political test for Rajoelina since his re-election in 2023.

“We acknowledge and apologise if members of the government have not carried out the tasks assigned to them,” Rajoelina said in a televised address on Monday. “I understand the anger, the sadness, and the difficulties caused by power cuts and water supply problems. I heard the call, I felt the suffering, I understood the impact on daily life.”

The president said he had “terminated the functions of the prime minister and the government,” with nominations for a new premier expected within three days. Current officials will remain in office in a caretaker capacity until a new administration is appointed. He also pledged dialogue with young citizens and promised support for businesses hit by looting during the unrest.

The United Nations reported at least 22 deaths and more than 100 injuries in the protests.

However, Madagascar’s foreign ministry rejected the figures, calling them “based on rumours or misinformation.”
