The Nigerian Civil Aviation Authority (NCAA) has introduced a stringent new regulation requiring all passengers to completely switch off their mobile phones and electronic devices during take-off and landing, effective immediately.
The directive, announced on August 19, 2025, aims to enhance aviation safety by eliminating potential risks associated with device interference during critical flight phases.
Michael Achimugu, the NCAA’s Director of Public Affairs and Consumer Protection, emphasized the unified policy in a statement:
“All phones must be switched off during the critical aspects of take-off and landing. No more airplane mode until regulations are reviewed to reflect evolving technological situations.”
He added that all airlines operating in Nigeria are required to amend their security programs to align with this directive, ensuring compliance across the board.
The new rule marks a shift from previous practices, where passengers were permitted to keep devices in airplane mode during flights.
The NCAA’s decision comes in the wake of a recent incident involving a passenger on an Ibom Air flight from Uyo to Lagos, where a refusal to turn off a mobile phone before take-off escalated into a physical altercation.
The widely publicized scene has reignited discussions about passenger compliance with safety protocols and prompted the NCAA to tighten regulations.
Achimugu explained that the policy aims to mitigate risks of electromagnetic interference from active devices, which could potentially affect aircraft navigation and communication systems.
“Until we complete a comprehensive review of technological advancements and their impact on aviation safety, we are enforcing a zero-tolerance approach to ensure the highest safety standards,” he said.
Airlines have been instructed to update their in-flight announcements and safety briefings to reflect the new rule.
Non-compliance by passengers could result in penalties, including removal from flights or further legal action, as demonstrated in recent cases.
The NCAA has also urged airlines to enhance crew training on de-escalation techniques to manage passenger interactions effectively.
