The Nigeria Civil Aviation Authority (NCAA) has invited the Ibom Air passenger, Ms. Comfort Emmanson and the cabin crew member Juliana Edward over the August 10, 2025 incident on Ibom Air Uyo to Lagos flight.
Director of Public Relations and Consumer Protection of the NCAA, Mr. Michael Achimugu, disclosed while responding to questions during his presentation at the Emergency National Civil Aviation Security Committee and Stakeholders Meeting, convened by the NCAA in Abuja.
The meeting was directed by the Minister of Aviation and Aerospace Development, Mr. Festus Keyamo as a fall-out of recent cases of unruly conduct involving Emmanson and King Wasiu Ayinde Marshal (KWAM1) on a ValueJet flight.

The invitation of the duo is part of ongoing investigation by the NCAA to ascertain what really transpired on the flight which turned into a social media frenzy before the intervention of the federal government which pardoned both passengers.
Following the exposure of Emmanson’s private parts in the trending video clips, there have been arguments and counter arguments over who was right or wrong between Ms. Emmanson and Juliana Edward with some commentators accusing the cabin crew of unprofessional conduct.
Achimugu however on Tuesday said he had spoken with Emmanson and had invited her and the cabin crew for further investigation on the incident.
He explained that further investigation by the NCAA on the incident would shed more light on the incident as part of closing the chapter and the existing gaps in cabin crew and passenger’s relationship.
He said: “I have spoken with Ms. Emmanson this morning. We are also inviting the Ibom Air cabin crew for continued investigation on the incident. They will be here tomorrow (Wednesday).”
Achimugu also clarified that the pilot-in-command on touching down at the Lagos Airport did not immediately invite the security operatives because the issue seemed to have been settled in Uyo.
He explained that when the aircraft landed, Ms. Emmansoon visited the restroom, which made her the last to disembark from the aircraft on the said day.
But Achimugu assured that the NCAA would conduct further investigation on the issue with the aim of getting all the required details.
Stakeholders at the event included the Director-General, Civil Aviation (DGCA), Capt. Chris Najomo, representative of the Senate Committee on Aviation, Airline Operators, Heads of Aviation Security and experts in the industry.
Aviation analyst, Capt. Alex Nwuba in his presentation called for stakeholders’ collaboration to address cases of unruly behaviour.
Nwuba who is the second vice-president, Aviation Roundtable and Safety Initiative, said airlines must strictly enforce policies to maintain order and ensure passenger safety through the flight.
He also called for crew training to equip them in handling difficult situations and manage passenger behaviour effectively.
The DGCA stated that the regulatory authority has seen the urgent need “to call the responsible parties together to ensure our respective roles and responsibilities are not only understood as detailed in several documents, but carried out professionally and effectively.”
He said, “Today’s engagement is not about pointing fingers or apportioning blame – No, that would not achieve the desired results – It is rather about listening, discussing and awakening us to our individual and collective responsibilities towards a safe and secure air transport sector.
“I must emphasize that various documents deal with these kinds of breaches. From the Civil Aviation Act to the Nigeria Civil Aviation Regulations to Security Programmes and Operations Manuals of service providers.
“But documenting rules alone, while being the first step, will not solve the problem. That is precisely why we are meeting today — to work together, share experiences, and enhance our awareness of those documented rules and procedures to prevent orcontain unruly acts. We must summon the courage and professionalism to implement procedures without fear or favour.
“In the wake of recent occurrences, the Honourable Minister of Aviation and Aerospace Development demonstrated sector leadership in seeking resolutions that are fair, just and in line with aviation regulations and standards. The National Assembly has also taken a keen interest by asking that respective parties live up to their responsibilities.”
