The Nigerian Upstream Petroleum Regulatory Commission
(NUPRC) says 50 oil and gas blocks located in various basins and terrains will
be offered to interested investors during the 2025 petroleum licensing round.
On November 11, the commission said the 2025 petroleum
licensing bid round will commence by December 1, following approval from
President Bola Tinubu.
In a statement on Friday, the commission said the licensing
round is being conducted in accordance with the provisions of the Petroleum
Industry Act (PIA) 2021.
“The Commission has identified fifty (50) oil and gas blocks
across onshore and offshore (shallow and deepwater) terrains spanning across
several diverse basins that will be made available to interested investors,”
the statement reads.
“Detailed guidelines, participation requirements, and block
information shall be accessible on the Licensing Round portal upon its official
launch.”
Furthermore, NUPRC invited the public to a pre-bid
conference in Lagos on December 17.
Also, the commission said road shows would be held in Dubai
on January 5, 2026, Singapore on January 8, 2026, Beijing on January 12, 2026,
and Houston on January 19, 2026.
“The Licensing Round is a key component of the Commission’s
mandate under the PIA to enhance Nigeria’s upstream development, attract
investment, and expand national hydrocarbon reserves,” the agency said.
“Detailed information, including the Licensing Round
Guidelines, block descriptions, and participation instructions, will be
available on the dedicated portal upon launch at: www.nuprc.gov.ng
br2025.nuprc.gov.ng.”
The NUPRC reaffirmed its commitment to an open, fair,
transparent, and competitive bid process.
The commission said it was also dedicated to partnering with
entities “that share our dedication to excellence, safety, and environmental
stewardship”.
“It is a great privilege to announce the 2025 Petroleum
Licensing Round,” NUPRC said.
The agency said it anticipated participation from
stakeholders and was excited about the prospects that the new phase will bring
to the forefront of the energy industry.
